The Welsh Assembly


Since the begining from 3 March 2011, the Welsh Assembly had changed the powers. The assembly had create laws of Welsh. For example, the health, education, social services, etc. There are about on  some subjects in these 20 devovled areas. But when they deciede the laws, it needed the UK parliament.

Also, the assembly need ask some people to pass the laws on all of the subjects in the 20 devolved areas. In the areas, they need some agreements of the UK Parliament first. There have two selction for decided the decition, they are 'yes' and ' no'. The ‘yes’ vote means that there is no longer the need for negotiation between the governments of the UK and Wales, the law-making powers should or should not be devolved to the Assembly.

The section ‘yes’ vote have also other means. It can removes the involvement of Members of the House of Commons and House of Lords in recommendation to give the Assembly the power to make laws. However, it have responsibility rests on the Welsh Government and the Members of the National Assembly to decide how to use the Assembly’s law-making powers.

The Welsh Assembly laws will no longer be called Assembly Measures after change the power. The proposed laws will now be called Bills, and published laws will be called Acts. The Measures made since 2007 will continue to be called Assembly Measures and will continue to have the same legal effect.

In the areas, the assembly has legislative ability, the Assembly can make its own laws, and the call as "Acts”. Acts may be proposed by the Welsh Government, Assembly committees, an Assembly Member or the Assembly Commission.

The UK Government


On 6th May, Britain has a new goverment. The position has been replaced by the Conservative Party and the Liberal Democrats.
The conservatives have tended to free market, privatization and low taxation. In generall, it have a large role for goverment and public spending.  And in the 1980s and 90s, it have four continuous power (1979-1997) performance, but the conservative was lose to the leadership of the Labour party in 1997, the leader is Tony Blair. After that, te Liberal Democratic forms a coalition government.

In the general election the conservatives won 36% votes, the labour is 29%, and the Lib Dems is 23%. So, there are no party had a majority to hold UK goverment. But whatever, the conservatives knew they would almost certainly need to support to set up form for the goverment.

So in the British system the country is divided into 650 districts, it same as the 650 separate local elections. In many of constituencies the Lib Dems come second, however the counts for nothing. It is only the party in the parliment.

The advantages and disadvantages of being a member of the EU



Now, the EU have 27 member of the EU. After the make up the European Union, it is rapid economic development, the EU growth rate of 3% a year, and promote the growth of a large number of exports.




Through there are so many space in the development, the strengthen resource is economic and social harmonious development, and in the finally the EU have unified monetary economic system. It promote the balanced development of economy and society. It have a common trade policy, and  it include agriculture and fisheries policy. The regional is development policy.


But the expert crisis the economic destory in composition, it is resulting in private consumption and investment atrophy. It make the fragile economic to recovery, becouse it lose two important growth engine. At present, the severe employment situation is still improved, and unemployment is still rising, the consumption grow have weak in the economic system.


On January 31, 2012, the European Union set up permanent relief fund. It have security for meet the financial crisis.
